Abstract
Отмечена новизна термина «инновационное развитие»; анализируется его применение в современных научных методологических парадигмах. Приведена периодизация теорий инновационного развития. Посредством анализа актуальных вызовов и тенденций, с которыми сталкиваются общество и экономика, охарактеризованы предпосылки формирования инновационного научно-промышленного комплекса. Описаны принципы функционирования, ключевые участники научно-промышленного комплекса и их роль в его формировании и развитии. Предложены комплекс мероприятий, способствующих развитию инновационного научно-промышленного комплекса, и способы их реализации.

In this work, the novelty of the term “innovative development” is noted; its application in modern scientific methodological paradigms is analyzed. The periodization of the theories of innovative development is given. By analyzing the current challenges and trends faced by society and the economy, the author characterizes the prerequisites for the formation of an innovative scientific and industrial complex. The principles of functioning, key participants of the scientific and industrial complex and their role in its formation and development are described. A set of measures contributing to the development of an innovative scientific and industrial complex and ways of their implementation have been proposed.
