| dc.description.abstract | В работе раскрывается сущность и значимость стандартизации и рейтингов для развития умных городов. Рассмотрены стандарты ISO/IEC 30145, Перспективный план на 2020-2030 годы по разработке государственных стандартов для Целей устойчивого развития, которые формируют техническую нормативную основу их развития, устанавливает общие критерии и метрики для измерения уровня развития умных городов. Рейтинг умных городов, разрабатываемый Департаментом по экономическим и социальным вопросам ООН демонстрирует высокий уровень развития Минска. Сравнение позиций Минска и Ташкента, позволило сделать вывод о том, что Минск опережает Ташкент по Индексу местных онлайн-сервисов. Опережение достигнуто по субиндексам предоставления контента, услуг, уровня технологий. По субиндексу электронного участия оба города имеют равные позиции, а по показателю институциональной структуры Минск почти в два раза отстает от Ташкента. Сделан вывод о том, что учитывая, что в соответствии с Перспективным планом на 2020-2030 годы по разработке государственных стандартов для Целей устойчивого развития разработка стандартов умных городов в Беларуси должна быть завершена в 2026 году, а в 2025 году должна заработать государственная типовая цифровая платформа «Умный город (регион)», ожидается что взрывное развитие умных городов Беларуси состоится уже в ближайшее время, что отразится на позициях Беларуси в мировых рейтингах цифровизации экономики, и окажет большое влияние на повышение уровня жизни населения, обеспечении устойчивого развития регионов. | ru |

| local.description.annotation | The work reveals the essence and significance of standardization and ratings for the development of smart cities. ISO/IEC 30145 standards are considered, the Perspective Plan for 2020-2030 for the development of state standards for the Sustainable Development Goals, which form the technical regu-latory basis for their development, establishes general criteria and metrics for measuring the level of development of smart cities. The ranking of smart cities developed by the UN Department of Economic and Social Affairs demonstrates the high level of development of Minsk. A comparison of the positions of Minsk and Tashkent led to the conclusion that Minsk is ahead of Tashkent in the Index of Local Online Services. The lead was achieved in the sub-indices of content provision, services, and technology level. In terms of the e-participation subindex, both cities have equal positions, and in terms of institutional structure, Minsk is almost two times behind Tashkent. It is concluded that given that, in accordance with the Perspective Plan for 2020-2030 for the development of state standards for the Sustainable Development Goals, the development of smart city standards in Belarus should be completed in 2026, and in 2025 a state standard should be launched digital platform “Smart City (Region)”, it is expected that the explosive development of smart cities in Belarus will take place in the near future, which will affect the position of Belarus in the world rankings of digitalization of the economy, and will have a great impact on improving the standard of living of the population, ensuring sustainable development of regions . | ru |
